The military is used for fighting and winning our nations wars. From my understanding, the military isn’t a nation builder. Junior officers shouldn’t be acting as mayors of towns and negotiating contracts with local religious figures. Presence patrols? Let’s just walk around to let everyone know that we are here. That’s not what I saw GI Joe doing on TV when I was a kid. When did soldiers learn nation building in basic training? What branch of the military is designated to host and hold elections? Comments? Yes. The United States needs another method to deal with long term occupation and nation building besides military forces. From my viewpoint here in Iraq, we are doing anything but fighting a war. Our soldiers are trained to engage and destroy an enemy in close quarters. Why are we using the most deadly force on earth to build a democracy? We don’t ask teachers to act as police officers. We don’t have police officers teaching elementary school. Why are we using our military to rebuild a nation?

I would absolutely agree with that statement. More often than not in my experience, the military is limited by politically motivated rules or orders. For example: Domestically, the Posse Comitatus act only prohibits the Army and Airforce from engaging in general law enforcement activities. There is no such prohibition against the Navy or Marines doing so, yet rules were put in place for political reasons to keep them from engaging in such activities. Internationally, the U.S. is very inconsistent on when and where it will use military force. You cannot take precedent set in previous actions and expect them to hold up under review of a different action. For example the rationale for us to be involved in Bosnia could easily be used as rationale for the US to get involved in a number of different regions in Africa.

Service Members continue to be used in areas for which they were not trained after military operations. I am of the opinion that soldiers kill and break things. That is what they are trained for. They should not be asked to kill an enemy one, destroy their weapons and homes, then order them to begin to rebuild the next day. I have yet to see a course in “Mayorship” 101 being taught. A squad or platoon leader are not mayors and thus should not be used in those capacities. The U.S. at some point in time will have to get it right. If the U.S. plans to embark in either combat or peace keeping, peace enforcing, or other similar missions, clearly there are organizations in the federal government that are the subject matter experts in these areas. For example the Commerce Department should manage of building a nation’s economy, Department of Health and Human Services – health and human services, Department of the Treasury – banking industry, and so on. Soldiers could be used to assist in protecting them while they do their jobs. Depending on the enormity of the operation as in Desert Storm and Bosnia, the United Nations could deploy their own organizations to assist in nation building including the World Health Organization (WHO); World Bank; Asia Development Bank; International Monetary Fund (IMF), United Nations Educational, Scientific and Cultural Organization (UNESCO); and some UN Peace Keeping force to secure its workers. The duties of the military should be restricted to just that – military operations including offense and defense. When some foreign service officers at the State Department refuse to serve in countries such as Afghanistan and Iraq, it tells me that there is not only a problem with hypocrisy in defending our great Constitution, but that our military is expandable and should be the only ones having to forfeit their lives in defending our nation and its allies. After 26 years of military service, I would like to some see our leadership relook this policy and attempt to make the necessary corrections. Our military should not be the only one to take these risks. They are not the only ones who stand, raise their right hand and swear an oath and allegiance to our great flag and constitution, and it’s about time this matter is corrected.
